I assume from your question that you're writing about Kipling's stories. I love Kipling's fiction but I aware of the ways he seeks to make the reader collude in his fascination with what you might call technocracy.
He is a wizard of language and rhetoric; sometimes his wizardry is firing on more cylinders than his moral sense, or even sense of basic reality. I imagine he would be no fun to write about if you found the whole approach basically repugnant, as a lot of people do. Kipling -as-proto-geek is a potentially interesting topic, though.
